regardless of your budget, having a low stress/enjoyable day should always take priority! A wedding planner is sooooo important. If you can't afford the full wedding planning package then at least get he day of coordination.
if you have the money then I say go for it! Good photos last a lifetime! If you are on a tight budget then cut it out. Engagement photos won't make or break your wedding.
That seems pretty fair. We are charging around $800 in Toronto and our prices are usually less then yours. Day of is really a few days before so add up all the hrs and it seems VERY fair to me.
